XML Parser fails on "empty" AddIns lists

With a fresh install of the game, and NO add inds installed, the XML looks like this:
<?xml version="1.0" encoding="utf-8"
standalone="yes"?>
<!-- AddIn Information -->
DAModder is failing to properly parse that.
