Need builder packaging for standard mods

While we want to support .DAZIP directly, we also want to expand upon that to provide a way for mods to be compatible with DAModder to supply additional information for things such as mod configuration and sub packaging.
To do, DAModder needs a tool for builder packaging that will essentially wrap the .DAZIP up in a zip file with additional config files. If the user is not using DAModder then they simply unzip and use the .DAZIP like normal. If they are using DAModder, this entire ZIP file can then be dropped onto DAModder for support of all the extra features.
For the builder they should be able to select a .DAZIP file and then supply the extra config information, and DAModder will create the overall package.
Included in this as well, DAModder should allow builders to package .DAZIPs that also contain core override data, which the toolset currently will not do. It is unknown at this point if such DAZIPs would install properly with DAUpdater.
